This bid package consists of removal and replacement of the existing ice rinks and ice plants at each facility. The new ice rinks will be supported by a new ammonia ice plant. The remaining project improvements will be bid out in Bid Package #2. The construction of the project shall begin in April 2026 and will be completed in October 2026. Construction Engineers is soliciting competitive "Lump Sum Bids" for All Contract Categories listed in BP #1. A mandatory Pre-bid Meeting will take place on Tuesday November 4, 2025. The Civic Center Pre-bid meeting will take place at 1:00 PM. Attendees will meet at the main entrance at 300 15th St NE, East Grand Forks, MN. The VFW Memorial Arena Pre-Bid meeting will take place at 3:00 PM. Attendees will meet at the main entrance at 711 3rd St SE, East Grand Forks, MN.
